Teknolojinin gelişmesiyle birlikte, elektronik sözleşmele- rin kuruluşuna ilişkin irade beyanlarının elektronik ortamda iletilme yöntemleri de çeşitlenmiştir. Son dönemde mevzuatımızda elektro- nik sözleşmeleri yakından ilgilendiren önemli değişiklikler meydana gelmiştir. 6098 sayılı Türk Borçlar Kanunu ve 6563 sayılı Elektronik Ticaretin Düzenlenmesi Hakkında Kanun yürürlüğe girmiştir. Opt. Soc. Am. A 29, 169 (2012)] in which our comparison of the scintillation indices in the Kolmogorov and in various non-Kolmogorov turbulences was based on the same structure constant, no matter what power law the non-Kolmogorov spectrum takes. In such choice of the fixed structure constant, which is also being used by many researchers in the field [Opt. Express 18, 451 (2010); Proc. SPIE 6747, 67470B (2007); Opt. Commun. 285, 880 (2012)], we have found that the variation of the scintillation index against non-Kolmogorov power law exhibits a peak at the worst power law, which happens to be smaller than the Kolmogorov power law of 11/3. Charnotskii commented [J. Opt. Soc. Am. A. 29, 1838 (2012)] on our paper. In this paper, in our to reply to Charnotskii's comment, we have re-evaluated the scintillation index of flat-topped beam in non-Kolmogorov weak turbulence by employing our recently reported equivalent structure constant [Opt. Lett. 36, 4554 (2011)] and re-compared the intensity fluctuations in Kolmogorov and in non-Kolmogorov turbulences. In the present paper, some Gauss predator-prey models in which three ecologically interacting species have been considered and the behavior of their solutions in the stability aspect have been investigated. The main aim of this paper is to consider the local and global stability properties of the equilibrium points for represented systems. This article has been retracted at the request of the Editor-in-Chief. Post-publication, an investigation conducted on behalf of the journal by Elsevier's Research Integrity & Publishing Ethics team discovered that acceptance of this article was solely based upon the positive advice of reviewers who were closely linked to one of the authors Arash Karimipour. This compromised the editorial process and breached the journal's policies. The Ethics team have determined that the authors were requested by one of the reviewers to insert redundant references to their papers during the peer-review process. Post-publication, the Ethics team also discovered suspicious email addresses used by the authors during submission that were not associated with legitimate researcher accounts. Post-publication, the editor discovered suspicious changes in authorship between the original submission and the revised version of this paper. During revision the author Payam Firouzi was added without the exceptional approval by the journal editor, which is contrary to the journal policy on changes to authorship. The editor also found a significant increase of citations to papers published by the author, (Cong Qi), between the original submission and the revised version of this article. In summary, 0 papers by the author were cited in the original version of the article. This increased to 4 papers in the revised version of the article. The editor reached out to the authors for an explanation, but they failed to provide a satisfactory explanation to these changes Post-publication, an investigation conducted on behalf of the journal by Elsevier's Research Integrity & Publishing Ethics team also discovered suspicious email addresses used by the authors during submission that were not associated with legitimate researcher accounts. Koronavirüs hastalığı tüm dünyaya yayılırken halk sağlığına dair öncelikler ile ekonomik uyum politikalarına dair alınan tedbirleri sorgulatmaktadır. Sosyal, politik ve ekonomik maliyetleriyle, toplumları zorluklara sürükleyen salgın konusu, bir sağlık sorunu olarak tanımlanmanın sınırlarını aşmış ve modernite ve kapitalist ekonomik sisteme dair yeni bir paradigmanın katalizörü haline gelmiştir. İnsan yaşamının her yönünde yarattığı yıkıcı etkileriyle, virüse ilişkin sorunlar bireyleri, ulusları ve küresel toplumu ‘risklerle yaşama’ yollarını düşünmeye yöneltmektedir. COVID-19’un ortaya koyduğu tehditten yola çıkan bu makale, geçmiş deneyimleri, mevcut durumu ve eğilimleri ‘risk toplumu’ kavramı üzerinden okuyarak, toplum, kent ve planlama ilişkilerini tartışmaktadır. Modernitenin, kapitalizmin ve halk sağlığı önceliklerinin tarihsel dinamiklerini yansıtarak, salgın sonrası dünya için farklı ölçeklerde toplumun yeni normallerine ışık tutmaktadır.
