Article AB’nin Normatif Kapasite Sorunu, Akdeniz için Birlik ve Türkiye(2012) Ataç, Cemile AkçaGenel kanının aksine, 2008 yılında 43 ülkenin katılımı ile Barselona Süreci’nin yeni ayağı olarak başlatılan Akdeniz için Birlik (AiB) henüz Avrupa Birliği (AB) ve Akdeniz’deki muhatapları için tam anlamıyla başarısızlıkla nihayetlenmiş değil. Akdeniz ülkelerinin bile gündeminden düşen, finansal açıdan Barselona Süreci’nin 2006-2013 bütçesindeki payı ile yetinmek zorunda olan ve toplantıları katılım azlığı nedeniyle üst üste ertelenen AiB’nin mevcut haliyle üyeleri için parlak bir gelecek vaat etmediği kesin. Ancak, AB’nin Akdeniz Politikası tartışmalarının yarattığı ilgisizlik, bıkkınlık ve güvensizlik duygularından arındırılmış içeriğe odaklı bir bakış açısı, AiB’den ümit kesilmemesi, bu girişimin bölgeye uyum ve istikrar adına somut başarılar getirebileceği üzerine daha özenli düşünmemizi sağlayacaktır. “Arap Baharı” sonucunda gerçekleşmesi öngörülen politik ve ekonomik dönüşümün de AiB’in önemini arttırması beklenmelidir. Bu çalışma, somut projeler aracılığı ile yaratılan faydanın ölçülebilmesi ilkesi üzerine kurulan AiB’nin, onbeş yıllık Barselona Süreci’ne gereksinim duyduğu taze kanı sağlama olasılığının AiB ülkeleri, dolayısıyla Türkiye tarafından göz ardı edilmemesi gerektiğini savunmaktadır. We observed that if a Lagrangian is singular in the classical sense, it remains singular after being fractionally generalized. The fractional Lagrangian is non-local but its gauge symmetry was preserved despite complexity of equations in fractional cases. We generalized four examples of singular Lagrangians admitting gauge symmetry in fractional case and found solutions to corresponding Euler-Lagrange equations.Article Citation - WoS: 2Academic Mobbing in Turkey and Suggestions for Solutions: Content Analysis of Graduate Theses(Tuba-turkish Acad Sciences, 2019) Erdemir, BurcuThe effects of globalization on various sectors around the world are reflected in academia through competition, diminishing job security and faculty collegiality, and changing managerial understanding which causes academics to feel pressured to maintain the balance between teaching and research. This transformation inevitably has made the concepts explained by Foucault as "the power exerciser" and "the subject of power" more apparent, as demonstrated by conflicts and mobbing cases. The aim of this study is to review all the master's theses and doctoral dissertations written in Turkey to pin down what has been done until now on mobbing and to form a reference point. Upon searching for certain key words on the website of Council of Higher Education Thesis Center in June 2017, 655 theses on mobbing in various sectors with diverse participant groups were detected. After examining these theses in terms of their participants, it was found out that 29 of them, written between 2005 and 2017, addressed the issue of mobbing among academics. Of these, 26 theses, written between 2006 and 2016, were included in the study. The findings of these theses indicate that while there is 4-100% mobbing in the state and the foundation universities, younger people, singles, and women are more vulnerable to mobbing regarding self-expression, social relations, and communication, and they prefer to remain silent in the face of this issue. Besides, there is a negative relationship between mobbing and seniority, title, organisational justice, trust, commitment, and job-satisfaction. The primary causes of mobbing in academia are nepotism, poor leadership, unhealthy organisational culture, solidarity, andlack of communication. This study is expected to contribute to the formation of a conceptual framework about academic mobbing for the future studies and to expediting the process of taking measures for the eradication of the problem.Article Citation - WoS: 16Citation - Scopus: 17Adaptive Optics Correction of Scintillation in Underwater Medium(Taylor & Francis Ltd, 2020) Baykal, YahyaAdaptive optics correction of the scintillation index of a Gaussian laser beam in underwater turbulence is studied. To introduce the adaptive optics correction, filter functions providing the piston, tilt and astigmatism effects are adapted to promote the spectrum of underwater turbulence. The reduction of the scintillation index due to the individual piston, tilt, astigmatism effects and their sum is examined versus the ratio of temperature to salinity contributions to the refractive index spectrum, the rate of dissipation of mean squared temperature, the rate of dissipation of kinetic energy per unit mass of fluid, receiving aperture diameter, source size, link length and the wavelength. For any value of underwater turbulence parameter, the most effective adaptive optics corrections are found to be the piston, tilt and astigmatism, respectively.Article Citation - WoS: 1Addressing Earthquake Risk and Climate Crisis Together in Spatial Planning(Kare Publ, 2021) Orhan, Ezgi; Peker, EnderCities' vulnerability to natural and man-made threats are ever increasing. Cities are under the threat of both natural disasters such as earthquakes, avalanches and landslides; and climate-driven challenges such as excessive precipitation, heatwaves and droughts. This calls for a need of handling natural and human systems together for the future of cities. However, climate and earthquake action plans which naturally present a direct link to spatial planning, are often produced separately in the Turkish planning practice. This study advocates that strategies for combating earthquake and climatic challenges should be harmonized together within the spatial planning system, and respectively, aims at presenting a holistic planning approach. For this purpose, the study first examines the ways in which disaster and climate issues are addressed in the current laws and national action plans. Then, in line with the 'Regulation on the Preparation of Spatial Plans', it examines the spatial planning scales with an aim of determining the potential areas in which disaster and climate issues could be planned together. Taking this as a point of departure, the paper presents a set of planning strategies responding to earthquake risk and climate crisis at regional, city, neighbourhood and building scales. It discusses synergies and conflicts among these strategies at different scales. Here, DEMATEL (Decision Making Trial and Evaluation Laboratory) method has been utilized to assess the interrelationship among the criteria under hesitant Pythagorean fuzzy (HPF) information. The Pythagorean fuzzy set (PFS) has recently obtained enormous attention and is applied widely in decision-making. We have proposed an integrating model with DEMATEL and VIKOR (Vise Kriterijumska Optimizacija Kompromisno Resenje) methods to identify and evaluate the criteria and alternatives in RERs selection. Within the proposed model, the HPF-DEMATEL method is utilized for weighting the criteria, and the HPF-VIKOR method is utilized for ranking. Understanding these processes is critical to alleviate memory decline in older adults. Directing attention to source information during encoding, employing unitization techniques to strengthen memory associations, and utilizing metacognitive strategies to focus on relevant details show promise in enhancing memory retrieval for older adults. However, the review acknowledges limitations in processing resources and executive function, necessitating a nuanced approach to the complexities of age-related decline. The main objective is to introduce a new indoor soundscaping framework and systematically explain the variables that contribute to the overall evaluation of an indoor soundscape. Hence, the dependencies of physical and psychoacoustical factors of the sound environment and the spatial factors of the built entity are statistically tested. The new indoor soundscaping framework leads to an overarching evaluation perspective of enclosed sound environments, combining objective room acoustics research and noise control engineering with architectural analysis. Therefore, it is hypothesised that case spaces with certain plan organisations, volumetric relations, and spatial referencing lead to differentiated sound pressure level (SPL) and loudness (N) values. SPL and N parametric variances of the sound environments are discussed through the statistical findings with respect to the architectural characteristics of each library case space. The results show that the relation between crowd level variances and sound environment parametric values is statistically significant. It is also found that increasing the atrium height and atrium void volume, the atrium's presence as a common architectural element, and its interpenetrating reference and domain containment results in unwanted variances and acoustic formations, leading to high SPL and N values.Article Citation - WoS: 2Citation - Scopus: 3Analysis and Design of a Special Type Power Transformer Used in Solar Power Plants(Gazi Universitesi, 2022) Yükselen, E.; Iskender, I.Due to growing of greenhouse gas emissions and lack of the fossil sources, governments encouraged all scientists and utilities for looking to the alternative energy sources such as solar renewable energy which can help to reduce carbon dioxide emissions. In this respect, Photovoltaic (PV) power plants have become more important in recent years and renewable energy sources integrated into the power system are increasing day by day. Transformers are the main components of electrical grids and are widely used in renewable power plants to transfer the energy they produce to the grid. Accordingly, transformers are one of the most critical equipment of PV plants, and their safe operation and stability in the electrical network are important. This type of transformer is supplied from solar panels through inverters and needs to be customized to work with each system. In this type of transformer, the losses are higher than those for transformers used in electrical power systems supplied by sinusoidal voltage considering existence of different voltage and current harmonics content produced by the inverter. In this study, a special type of PV transformer was designed in accordance with the target performance criteria, taking into account the effects of harmonics, and keeping the transformer losses and temperature rise at a safe level. In this paper also the simulation results are compared with those of experiments test to verify the design procedures. © 2022. Also, the isobaric Gruneisen parameter of A(g) Raman modes studied here was computed below the room temperature. This computation was performed from the unit cell volume and the observed frequency data of this crystal. The obtained values of 0.13 and 0.14 for alpha below (T < T-c) and above (T> T-c) the phase transition temperature, respectively, were almost the same value of 0.13 (1/8) that predicted from the 3-D (sing model. The results indicate that the scintillation decreases when the anisotropy factors in both x and y directions increase. Increases in the beam asymmetry ratio and the inner scale length increase the scintillation index level. The scintillations are found to increase as the propagation distance and structure constant increase, and as the wavelength decreases. Being valid for any asymmetry and anisotropic factor, for small values of the power law exponent, alpha of non-Kolmogorov marine atmospheric turbulence, the scintillation index tends to increase proportionally with alpha. However, as alpha is further increased, the scintillation index starts to decrease after reaching a peak value. Larger anisotropy in the non-Kolmogorov marine turbulence is found to be preferable since the scintillation index is found to decrease at large anisotropic factors.Article Citation - WoS: 26Citation - Scopus: 28Analysis of Flat-Topped Gaussian Vortex Beam Scintillation Properties in Atmospheric Turbulence(Spie-soc Photo-optical instrumentation Engineers, 2019) Elmabruk, Kholoud; Eyyuboglu, Halil T.We analyze the scintillation properties of a flat-topped Gaussian vortex beam propagating in a weakly turbulent atmosphere. We utilize a random phase screen model to perform this analysis. We evaluate the scintillation against the changes of topological charge, beam order, operating wavelength, receiver aperture side length, and source size parameters. The results show that using a flat-topped Gaussian vortex beam with a high topological charge causes a reduction in scintillation. Increasing the receiver aperture side length reduces scintillation level. As the source size increases, scintillation decreases. Our results also indicate that a flat-topped Gaussian vortex beam with high topological charges has less scintillation than the fundamental Gaussian beam. We believe that our findings will be useful in improving the performance of next-generation optical communication links and networks. An equivalent integral equation is established and Adomian polynomials are adopted to linearize non-linear terms. With the Taylor expansion of fractional order, recurrence formulae are proposed and novel numerical solutions are obtained to depict the diffusion behaviors more accurately. The result shows that the method is suitable for numerical simulation of the fractional diffusion equations of multi-orders.
