Risk and Threat Analysis and Crisis Management Strategies in the Context of Security

Abstract

Uluslararası ilişkiler doktrini içerisinde büyük önemi bulunan ve üzerinde yoğun biçimde çalışmalar meydana getirilmiş olan hususlardan biri 'güvenlik' konusu olmaktadır. Güvenlik ifadesi genel biçimde ulusal güvenlik durumuyla aynı anlama gelecek biçimde kullanım görmüş ve siyasi kuvvetin sürekliliği adına büyük öneme sahip öge haline gelmiştir. Bu yönde yoğunlaşılmakta olan temel husus askeri güvenlik hususu şeklinde bulunmuştur. Süreç içerisinde özellikle dünyanın küresel biçime evrilmesiyle beraber güvenlik ifadesinin kapsamı da genişleme göstermiştir. Devlet merkezli güvenlik durumuna ek olarak toplum ve kişi güvenliği de bu süreç içerisinde gündeme gelmiş ve kapsamı genişlemiştir. Güvenlik ifadesinin bu dönemde önemi artmış ve güvenlik ifadesinin kapsamı da bu yönde genişleme göstermiştir. Çalışma içerisinde güvenlik kavramının tanımı, tarihi, kapsamı, güvenlik yaklaşımları gibi ifadeler ve bu yönde risk kavramı, tehdit kavramı ve yönetimi, kriz ve güvenlik ifadesi arasında bulunan ilişki teorik biçimde incelenmiştir. Güvenlik durumu tehdidin algılanmasıyla başlangıç gösteren bir durum şeklinde bulunmakta ve Soğuk savaşın sonlandığı dönem içerisinde bahsi geçen algılar değişime uğrayarak yerini yeni tehdit çeşitlerinin meydana gelmesine sebep olmuştur.One of the issues that has great importance within the international relations doctrine and has been intensively studied is the issue of 'security'. The term security has generally been used to mean the same thing as national security and has become an element of great importance for the continuity of political power. The main issue being focused on in this direction was found to be military security. In the process, especially as the world evolved into a global form, the scope of the term security has also expanded. In addition to the state-centered security situation, social and personal security has also come to the fore in this process and its scope has expanded. The importance of the term security has increased in this period and the scope of the term security has also expanded in this direction. In the study, expressions such as the definition of the concept of security, its history, scope, security approaches, and the relationship between the concept of risk, the concept of threat and its management, crisis and security were examined theoretically. The security situation is a situation that begins with the perception of a threat, and during the period when the Cold War ended, these perceptions changed and gave way to the emergence of new types of threats.
