    Forced Migration and Resilience Planning: Turkey's Syrian Forced Migration Experience

    Today conditions leading to forced migration, where people are evacuated or have no other option but to leave their homes, are increasing due to the accelerating rates and impacts of ecological, political, economic or social crises. The intensifying forced migration flows have implications on a global scale. While the effects of forced migration processes intensify globally, international institutions and governments search for more efficient ways to cope with the rising multi-dimensional and multi-scalar challenges. Within this context of crises, the resilience approach aims to identify and strengthen the set of attributes, capabilities and capacities that provide urban/regional or social systems with the ability to cope with and be prepared for expected/unexpected shocks and stresses and adapt themselves to the changing conditions while self-improving. It also stresses the necessity of grounding plans, policies and actions upon these. This article claims that approaching the complex phenomenon of forced migration from a resilience perspective provides a multi-dimensional, multi-scalar, comprehensive undertaking, which supports developing long-lasting responses, grounded on universal humanist, ecological and democratic values, in introduced plans and policies. In this respect, the article discusses Turkey's experience of Syrian forced migration. The presented evaluation aims at developing a framework to be adopted in policy-making processes beyond the issue of forced migration.

    The Role of Cultural Heritage in Resilience Planning: Evidence From 100 Resilient Cities

    As a container of accumulated experiences, cultural heritage connects past, present and future by transmitting knowledge to future generations through tangible/intangible assets. With this potential, cultural heritage can significantly contribute to community resilience, yet available resilience strategy documents place limited emphasis on cultural heritage. Based on this observed lack of systematic consideration, this paper analyses the resilience strategy documents presented in the 100 Resilient Cities Programme, and discerns six approaches towards cultural heritage, namely ignorance, economic development tool, identity construction, social component, physical integration tool, and comprehensive consideration. The paper discusses further ways cultural heritage can enhance community resilience.

    Integrating the Resilience Perspective Into the Turkish Planning System: Issues and Challenges

    Within the last decade, resilience has become both a major planning framework and a development goal for cities and regions facing a plethora of problems in different fields and at different scales. This chapter aims to identify the challenges that await governments when they integrate a resilience thinking framework into their planning systems. The chapter first provides a short explanation on the significance of resilience planning and then outlines a structural model for incorporating the social, economic, political, and institutional requirements in resilience thinking in city and regional planning. Next, the chapter provides a short analysis of the Turkish planning system to reveal its inherent problems and the issues that are likely to be most challenging in a shift towards resilience planning. Finally, based on the provided analyses, the chapter provides a critical discussion on the challenges in operationalizing resilience planning in the Turkish context. The findings reveal that there is a need for restructuring especially in Turkey's institutional and legislative framework to improve coordination and cooperation, to assure the use of scientific knowledge within the decision-making processes, and to actualize the praxes of participation and engaged governance.

    A New Framework for a Resilience-Based Disaster Risk Management

    This chapter aims at providing hints to improve existing frameworks for disaster risk management based on a review of the main documents framing disaster management within the last two and a half decades and with reference to the potential contribution of resilience thinking. The evolution path of disaster risk management shows that, although some progresses have been made, there are still numerous gaps to be filled. On the opposite, focusing on the increasing convergence of resilience and disaster studies, it emerges that a resilience-based approach could still provide significant theoretical and operational inputs towards an improved disaster risk management. In particular, this chapter emphasizes the potential contribution of resilience thinking in developing a new framework for guiding disaster risk management capable of (1) taking into consideration the rapidly changing risk landscapes due to the interplay between climate change and the consequent increase of hazardous events, urbanization patterns and the complex interrelationships among them; (2) shifting from sectoral approaches to disaster risk reduction (DRR) towards integrated approaches and cross-sectoral strategies and tools; (3) embracing transformational perspectives to significantly reduce disaster losses and achieve sustainability goals; (4) improving learning capacity through the setting up of continual learning processes; (5) emphasizing the role of spatial and land use planning for DRR; and (6) developing more innovative governance models based on collaboration, shared responsibility and active engagement of the stakeholders. © Springer Nature Switzerland AG 2021.

    Dayanıklılık/ Esneyebilirlik çerçevesi yardımı ile küreselleşme etkisinde günümüz kentlerinde gerçekleşen değişimlerin (ve dönüşümlerin) sosyo-mekansal etkileri sorunsalı, küreselleşme ve neo-liberal politikalar etkisinde yaşama ve çalışma koşullarında gerçekleşen değişimlere farklı sosyal grupların dayanabilme ve kendini yenileyerek ayak uydurabilme sorunsalı olarak yeniden tanımlanabilir. Bu çerçevede dayanıklılığı yüksek olan sosyal grupların süreçten daha az etkileneceği, daha az olumsuz etki yaşayacağı, zaman zaman olumlu dönüşüm yaşayabilecekleri öne sürülmektedir. Bu bildirinin amacı öncelikle son zamanda sıkça kullanılmaya başlayan kentsel ve sosyal dayanıklılık kavramlarına dair kapsamlı ve güncel bir tanım getirmektir. Bildiri, daha sonra sosyal dayanıklılığı hangi unsurların belirleyebileceği ve hangi göstergeler ile ölçüldüğünü akademik yazındaki farklı görgül çalışmalara dayanarak örneklemeyi hedeflemektedir. Son olarak eleştirel bir yaklaşım ile sosyal dayanıklılık çerçevesinin içerebileceği sorunlar ve kentsel çalışmalara katkıları da bildiri kapsamında değerlendirilecektir.

    Zorunlu Göç Ve Dayanıklılık Planlaması: Türkiye’nin Suriye Zorunlu Göçü Deneyimi

    İnsanların yaşadıkları yerleri terk etmeleri ya da yerlerinden edilmelerini içeren zorunlu göç süreçleri, günümüzde giderek sıklaşan ve şiddetlenen ekolojik, politik, ekonomik ve toplumsal krizler sebebiyle artmakta ve küresel ölçeğe ulaşabilen etkiler yaratmaktadır. Dayanıklılık (Resilience) yaklaşımı, içinde bulunduğumuz bu krizler çağında, kent/bölge ve toplumların birer sistem olarak, beklenmedik şok ve streslere karşı hazırlıklı olmaları, bunların etkileriyle baş edebilmeleri ve değişen koşullara kendilerini geliştirerek uyumlanmalarını sağlayacak özellik, beceri ve kapasitelerin önemini vurgulamakta; plan, politika ve eylemlerin bunlar üzerine temellenmesini önermektedir. Makale, zorunlu göç gibi çok boyutlu, çok ölçekli ve çok aktörlü karmaşık süreçlere dayanıklılık çerçevesinden yaklaşmanın; yerel dinamikleri ve ölçekler arası etkileşimleri hesaba katan, bütüncül bakış açısına sahip, uzun erimli ve kalıcı çözümler üretebilen, ve evrensel insani, ekolojik ve demokratik değerleri savunan kapsayıcı plan ve politikaların geliştirilmesini sağlayacağını önermektedir. Makale bu çerçevede Türkiye’nin Suriye zorunlu göçü deneyimini irdelemektedir. Bu değerlendirmenin, zorunlu göç süreçleri odağında, ancak bununla kısıtlı kalmayacak şekilde, Türkiye ve başka ülkelere politika ipuçları sağlaması beklenmektedir.

    The Evaluation of Different Processes of Spatial Development from a Resilience Perspective in Istanbul

    There are increasing concerns related to the neoliberalisation of social, economic and political processes, which are pushing the recently introduced spatial policies and new policy instruments in more market-oriented directions, to the detriment of the built environment. In many cities of the world, owing to the complex dynamics associated with the increasing global and local pressures, urban change takes different forms, with important implications on the resilience of cities. Istanbul is one of the best examples of this, where the different types of urban dynamics that can be experienced simultaneously are being illustrated. This makes Istanbul a good study area for defining how the policies and plans adopted to meet the increasing needs and demands can affect a city’s resilience.
